GCC CSA - Committee

The operations are run by dedicated, experienced commissioning professionals that form the GCC Committee. Each individual has met a pre-determined selection criteria and is willing to invest their personal time to provide training and support on technical matters for its members, and the marketing of the CSA.

The Committee is made up of a maximum of twelve members in total, who manage the Association. This includes the Chairman, Vice-Chairman, Secretary, Administrator, Corporate and Individual Members. The GCC CSA committee meets regularly to discuss the affairs of the Association and relays all data to the UK

Committee Members

Lee Hewitt – Chairman for GCC Chapter

Having started his career in 1989, Lee completed a 4-year Mechanical Apprenticeship employed by Emcor Drake & Scull UK. Lee then entered the commissioning sector under the wing of the late, great, Brian Townsend, founder of End Systems Ltd. Following the CSA distance learning and technical exam route, Lee transitioned into a commissioning management role, having moved over to Commtech Ltd.

A Project Management opportunity with Bovis Lend Lease exposed Lee to many other engineering facets prior to his relocation to Dubai, UAE in 2008. Over the next 5 years, this time engaged by Al Futtaim Carillion, Lee managed multiple teams, closing out some major schemes across the Middle East and North Africa, ensuring CSA guidelines were implemented under his jurisdiction.

2013 saw Lee remain in the UAE but return to a family run commissioning consultancy, Core Emirates, where he is now a Managing Partner following a Management buyout that took place in 2019.

Lee’s attributes above, spanning 30+ years, together with his long history with the CSA provides Lee with a solid platform to Chair the GCC’s oversees chapter. Lee is fully committed to ensure all clients and members realise the benefits of engaging a CSA graded specialist by continuing to provide education, raise awareness and the professional standards within the built environment.

Soubhi Chawaf – Vice Chairman

With 25+ years of industry experience, the majority of which, in the commissioning sector, Soubhi has operated here in the UAE and 5 years in the UK, furthermore Soubhi is proud to state that he is the first non-British member to gain Grade 4 Certification for the CSA.

Since Soubhi’s establishment of T&C Technology Engineering Services LLC in 2008 and noting his strong belief in the importance of knowledge, standards and quality, Soubhi has always encouraged his team to get involved in the CSA. Subsequently all T & C employees are CSA qualified, many of whom have achieved Grade 4 status, moreover the business holds Corporate Membership.

In the UK Soubhi was a CSA marketing committee member from 2011 for 5 years, has played an active role since then in the middle east, and always made sure to participate / attend the biannual committee meetings in the UK.

All the above has resulted in Soubhi being elected as the current CSA-GCC Vice Chairman where he dedicates his personnel time by continuing to provide valuable and technical input across all focus areas.

Martin Williamson – Corp. Member

Martin has successfully delivered multiple projects in the UK, Australia, New Zealand and the UAE, with over 13-years’ experience in the commissioning industry and 4-years working in the UAE. He is an accredited Commissioning Manager and has achieved Grade 6 status through the Commissioning Specialist Association (CSA) in the UK.

In line with Green Building regulations to reduce environmental impact, Martin has expanded his knowledge and offerings to the industry by becoming an accredited ATTMA Air Tightness tester and has completed the air permeability testing on some of the most notable buildings in the region. He is currently completing a master’s degree in building services engineering to further enhance his knowledge of MEP systems.

Martin has worked on a variety of projects including mixed-use commercial buildings, high-profile hotels, data centres and hospitals. Martin has a strong understanding of the varying requirements different projects entail and has first-hand experience in ascertaining and overcoming the challenges associated with each, from both hands-on and management level.

The above attributes make Martin the perfect fit for the Committee, moreover, he continues to dedicate his personal time vetting, educating, and promoting the CSA.

Ian Fail Brown - Corp. Member

Ian has over 40 years of experience working in the International construction market. After completing his Apprenticeship with a leading Newcastle based MEP Contractor, he worked for major MEP contractors in the UK and overseas working his way from the shop floor to Business Leader and Business Directorship.

In February 2012 Ian moved to the UAE (seconded to AFC from SES) to work on the completion of the MEP Installation and T&C of 2 Emaar tower blocks on Sheikh Mohamed Boulevard, Downtown Dubai

After the completion of these two towers in October 2012 Ian returned to SES in the UK for a short period before returning to the UAE in June 2013 to start and develop the SESC MEP Services T&C business. Ian holds the position of CEO at https://www.sescgroup.net/

Ian’s wealth of knowledge and commitment to the GCC CSA has seen him vet, onboard many new members, moreover he continues to provide valuable input to the future of our oversees chapter.

Mohamed Saber – Corp. Member

As an experienced Operation Technical and Development Manager, Mohamed Saber opens the line of communication between clients, customers, and businesses to get projects done. With over 15 years of experience in Construction and building services sector, Mohamed has experience in TAB and Commissioning Management Services, completing and managing over 150 Projects, with NEBB Certified Professional in testing, adjusting and balancing (TAB) of Environmental Systems, sound and vibration Measurements, in addition to being CSA Grade 4, providing technical support and quality control to the projects.

Mohamed holds a Certified Energy Manager CEM Certification, with his interest in Energy Management and Sustainability. Having a dynamic solution in reducing Energy consumption in a cost effective approach, Energy Management and Review.

Jhun Lachica – Corp. Member

Jhun started his career in over 35 Years ago in 1994 as Cadet Engineer for Installing, Testing and Commissioning of Security Systems. Later in 1999 – 2003, he enhanced his skills in trouble shooting and design experience employed as the head of Maintenance Engineering Department in the manufacturing industry in the Philippines.

He started his path in building services as Commissioning Engineer, later Commissioning Manager and currently holding the position of Operations Manager in Sutton Commissioning & Management Consultancy. Jhun has proved to be innovative, adaptable, dynamic and experienced in all aspects of building engineering and management processes.

Academically Jhun has a Master’s Degree in Electrical Engineering with Distinction, is a member of International Association of Electrical Inspectors in the USA, and more importantly, one of the founding & corporate members of CSA-GCC Chapter and is currently doing his Grade 5 Thesis of Commissioning Specialist Association. All these attributes make Jhun a valued and active member of the Committee.

Andrew Bray – Corp Member

Andrew has been involved in the commissioning process of buildings from a school age with over 40 years of experience. Having started in a family commissioning business and then progressing through the Testing and Balancing / Hands On work to Commissioning Management he is now the Technical Director for CML International Dubai L.L.C..

His inquisitive nature and interest in what made mechanical and electrical systems respond to control commands proved key in developing his career led him to identifying faults (a common theme in the Middle East) which are usually a combination of poor design, commissioning and poor maintenance. Identifying the causes and the rectification plan for the building is by far the most interesting part of his role.

He takes a keen interest in the development of engineers within his organisation and enjoys passing on technical knowledge ensuring that Andy is another great asset for the GCC Committee.

Training

The committee deals with all aspects concerning Job Descriptions, Training Courses, Distance Learning Courses and Examinations, i.e. field staff grading and development.

Technical

The committee’s responsibilities include the development of technical publications, including Technical Memoranda and technical articles for the GCC CSA newsletter and other journals. Collectively the CSA has also provided much input to revisions of CIBSE and BSRIA commissioning related publications.

Marketing

The committee is charged with promoting the CSA name throughout the building services industry and beyond as the main body for Commissioning. It also develops ways in which the CSA can offer its members better services and greater benefits.
